Subterfuge is required, as the Czar has not sanctioned outsiders interfering in any way. Begin with the younger, but still influential nobles: what has Nemesis offered them? You will need to bring an existing 10th-12th level KotD character, use a pre-generated character, or bring a 10th-level character built using our online character creation rules.
